Whiteboard discussion/brainstorming session about Problem Report workflow and GNATS status

MarkLinimon will will lead a discussion about how we can model the PR workflow so that we can improve it.

Our understanding of the current model, and possible future models, ought not to be based on a particular PR system, but how developers interact with each other and the users. What we have could definitely stand improvement; while it works fairly well for ports, where almost all of the important code has maintainers, as well as the change sets being less sweeping, it falls down pretty badly on the kern/bin/arch-specific PRs.

The emphasis will be more on the theory of "how can we make it easier for committers and other interested folks to work on PRs" rather than on any particular PR system.
